"Foreign supermarkets need many types of goods and small quantities each time, and they involve many of our suppliers. In order to provide faster services, we do not use the traditional general trade method to export, but our suppliers export them to us. The produced goods are exported to bonded warehouses for collection, and our company then assembles the goods in bonded warehouses and sends them to foreign supermarkets according to the order.” According to the salesperson of the company, under this model, the information of the company’s application for the certificate of origin cannot be compared with the export declaration form. Correspondingly, and because foreign supermarkets generally have little inventory and tight delivery schedules, the company had certain difficulties in enjoying the benefits at the beginning of RCEP's entry into force. In January this year, it only applied for 2 RCEP certificates of origin.

After understanding the situation, Qingdao Customs continued to optimize the origin visa model in light of the development needs of new foreign trade formats. "Our visa management implements 'forward and backward', pushing the determination of the place of origin forward to the collection link, carrying out the pre-examination of the place of origin with the manufacturer and the goods as the unit, and the review node of the certificate consignor and other information from the customs declaration to the export Afterwards, the actual departure of the goods will basically realize the RCEP certificate of origin'immediate review'." With the help of the Customs’ innovation of the country of origin visa model and the implementation of a series of supporting facilitation measures, in the first 11 months of this year, this enterprise applied for and issued 1,183 RCEP certificates of origin at the Customs, and the value of export benefits reached 200 million yuan.

According to statistics, in the first 11 months of this year, Qingdao Customs, Jinan Customs and Shandong Provincial Council for the Promotion of International Trade issued a total of 137,000 RCEP certificates of origin. Qingdao Customs and Jinan Customs applied the preferential tax rate under RCEP to a total of 6.05 billion yuan of imported goods, and reduced the tax by 310 million yuan.
